Rental Criteria
The following information is for your reference. It contains important information about the policies and procedures when leasing from Four Star Real Estate.
NonDiscrimination Policy
-We do business in accordance with Fair Housing Law.
-We do not discriminate among Applicants based on membership in protected class including, race, color, religion, sex, sexual orientation, national origin, disability, marital status, familial status, source of income, or any other protected class as defined in any federal, state or local law.
***FALSIFICATION OR MISREPRESENTATION OF ANY PART OF THE APPLICATION WILL BE GROUNDS FOR DENIAL***
All applicants will be required to pay a non-refundable application fee. The cost is $40 per applicant. Applicants must be eighteen years of age or older, married. emancipated, or under the age of 18 and (a and/or b):
a) pregnant and expecting the birth of a child who will be living in the primary applicant's physical custody;
b) the parent of a child or children living in the physical custody of the person.
**Applicants must provide valid government issued photo identification.
The application will be sent to Trans Union Credit Bureau for a full report.
Criminal Background- Criminal convictions or pending charges may result in a denial, including, but are not limited to: any drug-related crime, person crimes, a sex offense, a crime involving financial fraud, including identity theft or forgery, or any other crimes if the conduct for which the applicant was convicted of charged is of a nature that would adversely affect the property of the landlord or a tenant or the health, safety or right to peaceful enjoyment of the premises of residents, the landlord or the landlord's agent but not including pending charges or crimes that are no longer illegal in the state of Oregon, or charges that are pending but for which the Applicant is presently participating in a diversion, conditional discharge or deferral of judgement program on the charges. *Criminal history will be evaluated on a case-by-case basis, taking into consideration the nature and severity of the incidents that would lead to denial, the number of incidents, the time that has elapsed since the date the incidents occurred, and the age of the individual at the time the incidents occurred. Applicants are encouraged to provide supplemental information to explain, justify or negate the relevance of potentially negative screening outcomes.
Evictions- No evictions within the past five years.
Rental History- Three (3) years of recent, favorable verifiable rental history. *May be subject to additional security deposit if not met.
Credit Score (minimum score must be a 580). All applicants are required to meet the 580 credit score. If credit score is less than 580 a Co-signer will be required. The Co-signer will be required to meet the same qualification criteria and guidelines. An additional deposit will be required as well.
Income/Resources- Household income shall be at least 2 ½ times the rent (excluding utilities) at the time of application. Income must be verifiable through pay stubs or employer contact; award letters for Social Security, alimony, child support, welfare, utility or housing assistance; current tax records; or bank statements.
Explanations/Exceptions-
Tenants will be responsible for all Utilities the effective date of Lease Agreement. (As applicable per property)
Utilities must always be on and in good standing or tenant will be in violation.
Property to be professionally cleaned upon move out.
We process completed applications in the order in which we receive them. We may require up to 5 business days to verify information on an application.
All Applicants may submit a written explanation with their Application if there are extenuating circumstances which require additional consideration.
If, after making a good faith effort, we are unable to verify information on your application, or if you fail to pass any of the screening criteria, the application process will be terminated.
Exceptions may be made for applicants with increased deposits or qualified co-signers at the sole discretion of the Owner/Agent.
Applicants may be rejected based on the demeanor in which they treat the Owner/Agent or other parties present.
Upon approval of an application a security deposit will be charged to secure the execution of a rental agreement and will be required to be paid within 24 hours of the approval. If a rental agreement is not executed due to a failure by the applicant, the Owner/Agent may retain the deposit in full. If a rental agreement is not executed due to a failure by the Owner/Agent, the security deposit will be returned to the applicant.
*No Pet Policy- unless otherwise specified per property.* When allowed, we require recurring pet rent for the privilege of keeping a pet; $25/month per pet under 35 lbs., $50/month per pet up to 75 lbs.
There is an additional security deposit in the amount of $500 per pet.
Freedom Carpets will be required to clean the floors upon move out.
Housing providers are entitled to verify the existence of the disability, and the need for the accommodation—if either is not readily apparent. Persons who are seeking a reasonable accommodation for an assistance animal, may be required to provide documentation from a physician, psychiatrist, social worker, or other mental health professional that the animal provides support that alleviates at least one of the identified symptoms or effects of the existing disability http://www.fhco.org/pdfs/hud_guidance_service_animals.pdf
No Smoking Policy inside the property – this includes vaping and marijuana.
Four Star Real Estate abides by the Fair Housing and Equal Opportunity Laws as mandated by the State and Federal Agencies.
Owner/Agent may charge the following:
• Late payment of rent charge; incremental late fee shall not exceed 5% of monthly rent for each 5 days of delinquency or portion thereof.
• Smoke alarm and carbon monoxide alarm tampering fee of $250.
• Dishonored check fee of $35 plus amount charged by bank.
• Early termination of lease fee not to exceed 1-1/2 times the monthly rent, or actual damages at the option of Owner/Agent.
• Owner/Agent may charge the following non-compliance fees after first giving a written warning notice of initial violation if noncompliance
occurs within one year: $50 fee for 2nd violation, and $50 plus 5% of current rent for each subsequent violation. 1. Failure to clean up animal
waste, garbage, rubbish or other waste. 2. Parking violation or other improper use of vehicle.
• Owner/Agent may charge a fee for keeping on the premises an unauthorized pet capable of causing damage. Fee may be assessed for repeat
violations that occur as early as 48 hours after the effective date of written warning notice, and for each subsequent violation within one year
of issuance of written warning. Fee not to exceed $250 per violation.
• Owner/Agent may charge a fee for smoking/vaping in a clearly designated non-smoking/vaping unit or area of the premises. Fee may be
assessed for repeat violations that occur as early as 24 hours after the effective date of a written warning notice, and for each subsequent
violation within one year of issuance of written warning. Fee not to exceed $250 per violation.
RENTER'S INSURANCE: Tenant is required to maintain minimum of $100,000 liability coverage and list Owner/Agent as Interested Party. It Tenant(s) combined household income falls at or below 50% of the median for the area, Renter's Insurance may not be required.
